			<content:encoded><![CDATA[<p>There are many changes occurring in the banking regulatory environment and we feel it is our obligation to keep you informed when necessary.</p>
<p> A ruling issued under Regulation E &amp; Electronic Funds Transfer Act will take effect July 1, 2010 for new clients and August 15, 2010 for existing clients.</p>
<p> The regulation states that a fee for <strong><span style="text-decoration: underline;">paying an overdraft</span></strong> for an ATM or one-time POS transaction <strong>cannot</strong> be charged unless:</p>
<ol>
<li>Proper notice is provided to the client describing the bank’s overdraft service;</li>
<li>The client is given a reasonable opportunity to consent (opt-in);</li>
<li>The client’s affirmative consent is obtained; and</li>
<li>Confirmation is provided to the client, including notice of the right to revoke.</li>
</ol>
<p> Franklin Community Bank <strong><span style="text-decoration: underline;">has not</span></strong> engaged in the authorization of overdrafts on ATM or one-time POS transactions and will continue to conduct business in that manner at this time. Therefore, we feel this new ruling will have no impact to our clients.  </p>

			<content:encoded><![CDATA[<p>Franklin Community Bank would like to help you take advantage of the homebuyer tax credit before it is too late.</p>
<p> The Worker, Homeownership, and Business Assistance Act of 2009 has established a tax credit of up to $6,500 for qualified move-up/repeat home buyers (existing home owners) purchasing a principal residence after November 6, 2009 and on or before April 30, 2010 (or purchased by June 30, 2010 with a binding sales contract signed by April 30, 2010).</p>
<p>The Worker, Homeownership, and Business Assistance Act of 2009 extended the tax credit of up to $8,000 for qualified first-time home buyers purchasing a principal residence. The tax credit now applies to sales occurring on or after January 1, 2009 and on or before April 30, 2010. However, in cases where a binding sales contract is signed by April 30, 2010, a home purchase completed by June 30, 2010 will qualify.</p>
